The villagers and communist groups were mostly hilltribe people (Hmong) changed their mind and surrendered to the officers and left the area.

Later, Pho To Tho 33 had started developing the area by cutting a road through Phu Hin Rong Kla. Pho To Tho 33 issued an urgent letter no. So Ro 4001(301)/324, dated 10 January 1983, to the Army Region 3 and the Internal Security Office Region 3 to be part of the decision and coordinate with the Royal Forest Department to consider the establishment of Phu Hin Rong Kla as a National Park. The area is a headwater with beautiful scenery, and unique attractions such as Lan Hin Taek and Lan Hin Pum. It also has historical significance as a battle ground between the national army and the communist party. It is suitalbe to be designated as a National Park.

The National Park Division under the Royal Forest Department proposed the National Park Committee resulting in the resolution of the meeting 1/2526 on 15 March 1983 approving the decree to establish Phu Hin Rong Kla Forest as a National Park. The decree marking Phu Hin Rong Kla Forest in Bo Pho, Noen Perm, and Ban Yaeng Sub-district in Nakhon Thai District, Phitsanulok Province, as well as Kok Sathon Sub-district in Dan Sai District, Loei Province to be Thailand's 48th National Park was announced in the Government Gazette, Volume 101, Section 96, dated 26 July 1984.

The national park is covered in three distinct types of forest: deciduous dipterocarp forest, hill evergreen forests, and coniferous forest (pine forests).
Deciduous dipterocarp forest is a type of forest found in low-lying areas near foothills, and the site is comprised of unfertile and relatively dry soil. It is home to Burma Sal, Burmese Sal, Shorea talura, Hairy Keruing, Schleichera oleosa, and Dipterocarpus tuberculatus Roxb, as well as other trees.
Hill evergreen forests grow in the higher mountains where the rainfall is quite substantial and the humidity is reminiscent of a dense forest. Among the plants that are frequently observed are Evergreen Chinkapin, Lithocarpus sootepensis, Cinnamon, and Schima wallichii Korth. The ground plants consists of rattan and various palm species.
The Coniferous Forests (pine forests) are generally found on the plains, and are home to Merkus Pine (Pinus merkusii Jungh & De Vriese), Khasiya Pine (Pinus kesiya Royle ex Gordon). Several of them are clustered together in a massive coniferous forest.
Additionally, wild orchids are found in a wildflower garden found in the rocky courtyard, including Doritis, Dendrobium infundibulum, Eria lasiopetala (Willd.) Ormerod, Dendrobium crystallinum, Phlegmariurus hlegmaria, Agapetes saxicola, White Roses, Red Roses, Sponges, Mosses, Ferns, and Lichens. These wildflowers bloom in vibrant colors from the end of the rainy season to the beginning of winter.
Previously, Phu Hin Rong Kla was home to a variety of wild animals, including Tigers, Wild Deers, Indian Muntjac, Mouse Deer, and various species of birds. However, humans moved in in large numbers, and it was also home to the battleground, so many of the wild animals were hunted for food. At the moment, the situation has stabilized, and large wild animals such as the Tiger, Indian Muntjac, Mouse Deer, Bears, and Birds have become more prevalent.
